Barwon Coast has developed a ten-year Master Plan for its caravan parks and camping areas. This covers the Breamlea Caravan Park, Barwon Heads Caravan Park, Riverview Family Caravan Park and Riverside Campground. The Master Plan sets the direction for improvements to the parks over the next ten years, and guides the long term mix of accommodation types and sites available to ensure a range of accessible camping and visitor experiences.

Barwon Coast ran a six-week public consultation on the draft Master Plan. The consultation was open from Monday 21 August until Monday 2 October.
The community and campers were invited to have their say and provide feedback on the draft Caravan and Camping Parks Master Plan via an online survey or by sending a submission. We also held community drop in information sessions on Saturday 2 September in Barwon Heads and Ocean Grove, and information sessions for twelve-month permit holders.
The Community Consultation Report provides information on the engagement process, what we heard and how you helped shaped the Final Master Plan.
Developing the final Caravan and Camping Parks Master Plan took several key steps:
1. Collate background information and understand existing conditions
2. Set policy context and develop a vision and guiding principles
3. Clarify accommodation types and infrastructure for each park
4. Prepare a draft Master Plan for public consultation
5. Public consultation period (Monday 21 August until Monday 2 October 2023)
6. Complete final Master Plan
The Barwon Coast Coastal and Marine Management Plan 2020-2025 guides the use and management of the beaches, foreshores and caravan parks. The vision of the Plan is “The natural environment of our coastline will flourish whilst meeting the needs of our engaged communities”.
The plan divides the reserve into six landscape precincts and an accommodation services precinct for the caravan parks and camping grounds.
A key action in the Coastal and Marine Management Plan is to develop a master plan for each precinct. The first master plan to be developed is for the ‘accommodation services precinct’ (known as the Camping and Caravan Parks Master Plan).
The Caravan and Camping Parks Master Plan is now complete.
This project was developed in partnership with Wadawurrung Traditional Owners Aboriginal Corporation and the Department of Energy, Environment and Climate Action.
Campers, the local community, and other foreshore users are important stakeholders in this project. Input and feedback from these groups on the draft Master Plan was an important part of the process.

We honour and say Nyatne to Elders past, present and future whose ancestors, for thousands of years, have cared for this part of Dja (Country).
